ATTENTION! Starting from 2024 the costs of the voluntary registration has changed!


The registration is made only on an annual basis and it expires on December 31st of each year. Each year you should submit the documentation again to renew the registration. 

Voluntary registration covers you ONLY IN ITALY.
Remember to subscribe a private health insurance when travelling in other EU Member states or in third countries!!

 

Who can register and how much it costs:

  • Non Eu citizens with a valid residence permit for study (or with declaration of presence certificate for period shorter than 90 days) are entitled to register by paying  a fee (€700 from 2024)  per calendar year (January 1st – December 31st).
  • Eu citizens students regularly enrolled with an acknowledged institution located in the region (without either EHIC or EU Forms),  are entitled to register by paying  a fee (€700 from 2024) per calendar year (January 1st – December 31).
  • Eu and Non Eu citizens (with valid residence permit except the one for study) holding grants/assegno di ricerca/work contract, etc. where IRPEF tax is NOT paid, are entitled to register with SSN per calendar year by paying an annual amount based on 7.5% of your yearly income (accrued in Italy and abroad in the previous year) with an income up to € 20.658,28; plus 4% with an income higher than € 20.658,28 and up to € 51.645,69. From 2024 the minimum contribution fee is €2000.
    N.B. To voluntary register to SSN you must be a permanent resident in Friuli Venezia Giulia region.

Registration is made on an individual basis. Family members living with you in FVG region may be registered with the SSN on a voluntary or compulsory reason. 

Students (EU and NON EU) with dependent family members are entitled to register by paying an annual amount based on 7.5% of their yearly income (accrued in Italy and abroad in the previous year) with an income up to
€20.658,28; plus 4% with an income higher than € 20.658,28 and up to €51.645,69. The minimum contribution fee is €2000.

 


How and where to register with the Italian SSN?
You should go to the local Distretto - health local office  (Trieste,Udine) and hand in the following documentation (make a copy first):

  • Form for registration filled in and signed (see the form for Trieste);
  • permit of stay or the receipt issued by the Post office (for Non Eu citizens only);
  • ID or passport with visa;
  • self certification of your domicile (for Non Eu citizens: the same address you have written in your permit of stay) or residence certificate;
  • tax identification number (Codice Fiscale);
  • original of the receipt of the payment of €700 euro (only for holders of study residence permit) OR the amount based on the 7.5% of your yearly income (accrued in Italy and abroad) with an income up to € 20.658,28; plus 4% with an income higher than € 20.658,28 and up to € 51.645,69; N.B. From 2024 the minimum amount is €2000.

  • ONLY for Non Eu holders of study residence permit: self certification that you do not have any other source of income except for grants and fellowships and letter or statement of the study programme.

Upon registration you will be asked to choose a General Practitioner or a Pediatrician. Remember to ask one who speaks English. 

 

For NON Eu citizens: if you present the Post office receipt for the residence permit,  you are entitled to apply for a temporary three-months registration with the SSN. On the contrary If your permit of stay is being renewed, you can register for a maximum period of 4 months. Once you get the permit please contact Distretto Sanitario to  finalize the registration and get the health insurance card (tessera sanitaria).

 

Things to know

How to make the payment to SSN?
A copy of the payment is asked to apply.  From 2024 you have to pay by filling out form F24.

In form F24 you have to fill out the following sections:

CONTRIBUENTE - write here your personal data and your domicile in Italy

SEZIONE REGIONI: write the region code /"codice regione" (07 for Friuli Venezia Giulia), then the tax code /"codice tributo" (8846 for the National Health Service), then specify the year of the registration (anno di riferimento) and the amount you have to pay (importo a debito versati).
Finally write the total amount (totale) and the balance (saldo). In this case the amount, the total amount and the balance is the same. 

F24 is made up of 3 identical pages. The first two pages are for the bank/post and the third one is for you. Keep it as a proof of payment. 

Where to pay F24?
At the post office, at the bank or by using your home banking. A fee may be charged.
